How to use social media in Uganda without censorship and paying unfair tax

The new financial year 2018/2019 will officially begin tomorrow 1st July 2018. During the budget read by the finance minister Matia Kasaija 3 weeks ago, anumber of tax proposal has been introduced. Uganda economy currently not in good shape as a dollar is trading at 3850/= the lowest in 30 years.
The government through members of parliament has already passed the budget with a number of tax proposals some of which includes, Road user fee, social media tax, mobile money tax among others.
This implies that effective tomorrow Every Ugandan or anybody  living in Uganda who would like to access social medias like Facebook, Twitter and WhatsApp will have to pay 200/= per day to be granted access.
I would like to give you some of the legally accepted me to use social media without paying
1. VPN
Install a Virtual private network software like Psiphon pro. These can't b blocked by yo service providers since the IP address given by yo service providers is hidden

2. PUBLIC WI-FI
Again, over a PUBLIC WI-FI yo simcard operators have no control over u. You could collectively purchase a wimax router or use services like rokespot which don't involve simcard connection. In that way u wud dodge the taxes.
3. POINTING YO DEVICE TO A DIFFERENT COUNTRY
This may require first restoring yo fon to factory settings then u change yo country.
